<p style="margin-bottom: 0in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif; color: black;">GovCIO is currently hiring for a Business Analyst/Scrum Master to support the EPA’s </span><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Office of Information Technology, (OIT)<span style="color: black;"> contract needs. </span>As a part of the EPA’s overall strategy to enhance productivity, the Office of Information Technology, (OIT) embarked on an Information Technology (IT) initiative to operate and maintain the OIG environment, restricted to organization personnel. The organization is in the process of sunsetting a legacy application, maintaining its archives and applications developed in the low code platform such as Microsoft PowerApps and SharePoint.  </span><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif; color: black;">The Organization requires support for incremental Low Code Application Development elaboration.  The O&M activities for Low Code Application Development are included in this Statement of Requirements. </span><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif; color: black;">This position is located within the United States and will be a fully remote position. </span></p> <br><strong>Responsibilities</strong><br><br><ul><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Responsible for gathering business and user requirements from stakeholders, and translates these requirements into stories to develop and deliver the required platform functionality </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Conducts client requirements elicitation using various techniques to develop and improve client requirements and business processes.  </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Creates the necessary business documentation for dissemination amongst business and technical stakeholders. Drafts proposed changes (Change Requests or Defect documentation) for existing system for use by Dev and Test teams.</span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Prepares documents like wireframes, design flow, UI, etc., as and when required</span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Oversees the overall integration of all business and systems requirements by providing required support to the technical team. </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Interacts with Scrum Team, Designers, and Developers. </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Has full understanding of the agile approach, capacity, points estimating, velocity, etc.</span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Grooms the Product backlog based on the prioritization provided by the product owner. </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Ensures stakeholders are represented during planning, development, and release processes </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Creates user stories with appropriate acceptance criteria from the business/user requirements </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Consults with subject matter experts and technical resources to understand feasibility of requests and solutions.</span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Works with the product owner to create and prioritize the product backlog.</span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Provides management and direction to a Scrum development team including organizing and facilitating release and sprint planning sessions, daily stand-up meetings, sprint demos, retrospectives, story grooming sessions, and any other Scrum-related meetings. </span></li><li style="margin: 0in 0in 0in .25in;"><span style="font-size: 10.0pt; font-family: 'Verdana',sans-serif;">Tracks and communicates team velocity and sprint/release progress to all affected teams and management.
